The TAPA IIS (INCIDENT INFORMATION SYSTEM)

A New Version in 2010

TAPA’s Incident Information System (IIS) logs supply chain-related theft incidents, produces analytical reports based upon those data, and issues alerts and warnings about theft risks in the supply chain.  IIS has been available to TAPA America members in good standing since 2006. 

TAPA Americas is pleased to have reached agreement with FreightWatch International, USA as the new IIS services provider for TAPA Americas.  FreightWatch has agreed to provide an online database, quarterly and annual reports from the US, Canada, Mexico and Brazil and urgent/immediate reports of major theft events and patterns.  FreightWatch is committed to delivering reports and actionable intelligence to the TAPA Membership.

IIS Data Status: During the process of setting up the new model, the IIS Committee asked FreightWatch to review the 12,500 files that had previously been submitted to the IIS system and to implement parameters on what constitutes a record. The mandatory data field requirements were defined to include:

  • ·         Incident must have a value of $5000 or greater     
  •           Incidents must have a COMMODITY listed  
  •           Incident must have a theft LOCATION (city, state)
  • ·         Incidents must have a MODE of transportation listed 



This simple process eliminated over 80% of the original files, leaving about 2,000 usable files.  The IIS Committee and the TAPA Americas Board decided to implement the new system with this clean and complete data set, moving ahead forward with data with depth, meaning and consistency. The IIS system will provide TAPA members with reports that may reflect smaller overall numbers, but are more specific to the problem of cargo theft -- what was stolen, where, when, how and what was it worth. 

FreightWatch has published the first IIS report under the new system which is available on-line to members.   FreightWatch is committed to include an INSTANT REPORT capacity within the coming months.  We are in agreement with FreightWatch that the system will operate in its initial form for six months or so, then be reviewed by the IIS Committee.  Based upon functionality and member response, the system may be revised at that time.
