Freight Security Requirements (FSR) set minimum security standards and industry best practices for facilities storing and handling HVTT (High Value Theft Targeted) cargo. The FSR specifies the minimum acceptable facility security standards for assets traveling throughout the transportation supply chain and the methods to be used in maintaining those standards.
The FSR outlines the processes and specifications for transportation supply chain suppliers to attain TAPA certification for their facilities. It is the intent of TAPA members who are "buyers" of supply chain services to select transportation suppliers who meet or exceed TAPA FSR certification requirements.
FSRs are facility-centric. Companies are not certified, facilities are.
Certification is achieved through an audit process, utilizing the services of a TAPA trained and approved auditor. Costs for the audit are born by the applicant for certification.
NOTE: It is critical to recognize that these are minimum standards. Some geographic areas and types of HVTT cargo will require more intense standards.

Trucking Security Requirements (TSR) set minimum security standards and industry best practices for carriers handling HVTT goods in transit over the road. These standards are voluntary and are not a part of the formal certification process. Use of these standards in the development of relationships and security understanding between shippers and carriers is strongly recommended.
TAPA's IIS system notes that over 85% of all cargo theft in North America involves trucks. It is therefore of utmost importance that carriers and shippers work together to secure this part of the transportation supply chain.
